Russia gives green light to army cooperation agreement with Togo

(MENAFN) The Russian government has given the green light to ratify a military cooperation agreement with Togo, marking another step in Moscow’s expanding defense relationships in West Africa, according to reports.

The decision, made by Russia’s government commission on legislative affairs, comes as Russia strengthens its presence in the region, where France’s influence has diminished in recent years.

The agreement includes provisions for joint military training and exercises, Vladimir Gruzdev—a member of the commission and chairman of the Board of the Association of Lawyers of Russia—told the news agency. He also noted that the pact covers emergency medical assistance between the Russian and Togolese armed forces.

Gruzdev described Togo as a strategically important partner, calling it the most “organized and equipped” nation in Tropical Africa. “For example, the busiest seaport in the West African region is located on its territory,” he said.

In recent years, Russia has increased its military involvement across Africa. President Vladimir Putin remarked last November that several African countries are turning to Moscow for security support.

Neighboring West African countries Burkina Faso, Mali, and Niger—who share borders with Togo—have cut defense ties with France and expelled French troops, citing grievances over alleged aggression and France’s inability to curb the growing jihadist insurgency in the Sahel.

These nations have formed the Alliance of Sahel States (AES) and have sought closer security cooperation with Russia, which their leaders regard as a dependable partner. The region continues to grapple with militant violence, which has caused an estimated 10,400 deaths in 2024 alone.
